Allow organization to decide how to treat new records

There are a lot of duplicate records being created for existing donors because they used a different email address or mailing address. Please allow us to decide to link the JustGiving record to the existing RE record. When merging if we don't retain the newly created JustGiving record we lose the connection to JustGiving. But, we lose the saved files on the existing RE record if we choose the newly created JustGiving record. This is a critical issue that is in need of a resolution.

    Agree with this requirement. Gifts are batched before submission. It should be possible to batch the creation of new donors so that they can be manually verified to avoid duplication of existing donors.
