Allow charities to save credit cards on file and charge if minimum individual fundraising goal is not met

When planning an event with a minimum fundraising goal for participation, it would be useful to have a mechanism for ensuring that the minimum is met. For many peer-to-peer events, the participant is required to save a credit card on file with the understanding that they will be charged for the remainder if they do not meet their goal.
